Deployed servicemembers who are Colorado residents can vote via e-mail and fax Published Oct. 19, 2006 WASHINGTON, D.C. -- A new initiative allows servicemembers deployed outside the United States to request, receive and return absentee ballots via e-mail and fax during the voting season. Colorado will now accept e-mail requests for absentee ballots and process e-mail ballots returned through the Defense Department's Electronic Transmission Service. To request an e-mail or fax ballot, the local county clerk and recorder must receive the federal post card application by 5 p.m. on the Friday before the election. If a citizen believes that a paper ballot has been mailed and it has not been received, an e-mail request for a replacement ballot must be received by 5 p.m. Mountain time on election day. Citizens wishing to receive their blank ballot via fax or e-mail should denote this on the ballot request and include a current fax number and e-mail address. Completed e-mail ballots must be sent to ets@fvap.ncr.gov and completed fax ballots must be sent to 703-693-5527, 1-800-368-8683, DSN 223-5527 or to one of the Federal Voting Assistance Program toll-free fax numbers from outside of the United States and Canada. Refer to Appendix B of the 2006-2007 Voting Assistance Guide http://www.fvap.gov/services/faxing.html for instructions, other toll-free fax numbers and a cover sheet, which includes a secrecy waiver for completed ballots, for use when transmitting the completed ballot by e-mail or by fax. E-mailed or faxed ballots must be received before 7 p.m. Mountain time on Election Day. An absentee ballot that is completed and returned by the voter via e-mail or fax must contain the citizen's printed name, signature, date of birth, and the following statement: "I am a member of the Uniformed Services and am qualified to apply for and vote by absentee ballot. I also understand that by transmitting my voted ballot by electronic mail, I am voluntarily waiving my right to a secret ballot." Overseas Uniformed Services members may send ballots back by email only if it is not feasible to return the ballot by mail or by fax by the Colorado postal deadline of 7 p.m. Mountain time on election day. For assistance, people may contact an FVAP staff member through the Department of Defense Voting Information Center, or VIC. The VIC also provides recorded messages from candidates, as well as other information concerning elections, 24 hours a day.
