NSPS comes online

The time has come -- a cadre of our civilian workforce has now entered the National Security Personnel System, or NSPS.

Over the past several months, we've successfully trained all our people for the transition with classes on human relations as well as the nuts and bolts of NSPS. Our goal was, and still is, to make the transition as smooth as possible. We'll continue to do quarterly training for newly assigned supervisors and employees.

We recently held a town hall meeting for the 124 employees who converted to NSPS. It was successful in helping us distribute information, and people were free to ask questions about the implementation. I hope this quelled a lot of fears that were out there.

Over the last 60 days, our commanders and supervisors have established performance plans for their employees, and our senior leaders have determined the pay pool structure. All performance plans have undergone extensive reviews and edits by a cross-functional review panel whose function was to ensure objectives were measurable. We set out to have performance plans in place by the implementation date and with a concerted effort of supervisors and employees, we have met our goal.

The first performance feedbacks are due in March, and we're looking forward to that as an opportunity to gauge how the system is working for us. We'll have the opportunity to tweak performance plans to better reflect our employees' duties in time for the final phase of the performance rating period, July to September 2007.

It's been a team effort to complete all the work required to set NSPS on track here at Buckley, but that same team effort will be what keeps us on track as we implement the new system. I salute Team Buckley for a job well done and thank the NSPS Implementation Team for their many hours of dedicated service!
