U.S. Army Corps of Engineers Deployable Tactical Operations System members set up the DTOS Sept. 16, 2013 near The Exchange on Buckley Air Force Base, Colo. The DTOS acts as a mobile command station for the USACEs flood relief efforts in Colorado. Gov. John Hickenlooper declared a state of emergency in 14 Colorado counties.
